The City of Milwaukee's Certificate of Code Compliance ordinance (200-52) requires purchasers of non-owner occupied one and two family dwellings located city-wide and owner occupied one and two family dwellings located within designated reinvestment areas to have an exterior inspection conducted at the time of sale of the property. The purpose of the program is to preserve and improve housing stock by insuring that properties meet minimum exterior building codes. Sellers are required to inform buyers when a Certificate of Code Compliance is required. Buyers are ultimately responsible for insuring that a certificate has been obtained. The property may not be rented out prior to having the required inspection conducted. There is a $75.00 application fee. Two structures on the same property require a single application and a single fee.City of Milwaukee Land Lord Training Classes

The award winning landlord training program operates out of DNS's downtown office. The goal is to teach landlords fundamental ways to keep illegal activity out of their property. This program was a runner up for the Ford Foundation Harvard Kennedy School of Government Awards program and a 1996 winner of the Innovations In Government award sponsored by the City of Milwaukee Mayor and Common Council. The classes are FREE and held on a regular basis through out the year at various locations. They are held on evenings and weekends to accommodate virtually anyone's schedule. The classes are generally either (1) five hour session in one day or (2) two and a half hour sessions for two nights. Interest rate and terms are tied to the income and family size of the applicants. Priorities of the program are code-related repairs and energy conservation items. © by Jack Goodman. Operating costs are an important, but not much studied component of apartment financial performance. This paper establishes an economic framework for interpreting operating costs and uses a unique data set to investigate the determinants of operating costs. Empirical results are consistent with theory and indicate that housing quality is a strong driver of operating costs; older properties must incur more expense to achieve a level of housing quality; economies of scale in property operations are significant but top out at around 200 apartments; and a property’s operating expense/rent ratio is influenced by local area input costs and short run apartment market fluctuations.
